Throughout this four-part series, instructors review the process for analyzing gifts questions and discuss the exceptions found in Subpart B of the Standards of Ethical Conduct for Employees of the Executive Branch for gifts from outside sources. Part 1 covers the gifts exceptions at 5 Code of Federal Regulations (CFR) 2635.204(a) through (d). The gifts exceptions at 204(e), (f), and (h) are covered in Part 2. Part 3 covers the widely attended gathering (WAG) gift exception at 205(g), and in Part 4, instructors cover the less common gifts exceptions at 204(i), (j), (k), and (l), as well as the definition of "gift," exclusions from the definition, and the important distinction between "exceptions" and "exclusions" in Subpart B.
