Megan Kunkle, Instructor

Megan Kunkle joined the U.S. Office of Government Ethics (OGE) in 2024 and serves its Institute for Ethics in Government (IEG) as an instructor providing professional development opportunities for executive branch ethics officials. Prior to OGE, Megan served as a Deputy Ethics Officer at the Peace Corps.

Patrick Shepherd, Senior Instructor

Patrick Shepherd co-founded the Institute for Ethics in Government (IEG) at the U.S. Office of Government Ethics (OGE) in 2013. He currently serves the IEG as a senior instructor providing professional development opportunities for executive branch ethics officials. Patrick previously served as the Ethics Program Manager at the Consumer Financial Protection Bureau and as a Desk Officer in OGE's Program Services Division.

Anna Wheeler, Senior Instructor

Anna Wheeler joined the U.S. Office of Government Ethics (OGE) in 2022 as a senior instructor for the Institute for Ethics in Government (IEG). Prior to OGE, she served as the Ethics Coordinator at the National Institute on Drug Abuse. Anna began her federal career in a non-ethics role at the Department of Justice. She earned a law degree from Tulane University in 2010.
