In this two-part web broadcast from 2016, speakers from OGE's then Ethics Law and Policy Branch review the amendments to 5 Code of Federal Regulations (CFR) Part 2635, Subpart B - the gifts from outside sources rules - which were published as a final rule on November 18, 2016 and made effective on January 1, 2017. See 81 Federal Register (FR) 81641-81657, as well as Legal Advisory (LA)-16-12.

Part 1 of the broadcast provides background for the final rule and discusses significant changes the rule makes to Subpart B’s current framework, including the new 5 CFR 2635.201(b) on "Considerations for declining otherwise permissible gifts.” In Part 2, speakers address outstanding questions from Part 1 and discuss the changes to the gift exceptions under Subpart B, including the new gift exception at 5 CFR 2635.204(m) for "Gifts of informational materials."
