Outside Activities: Teaching, Speaking, or Writing “Related to” Official Duties

This training is designed as an orientation to the regulatory provisions relating to teaching, speaking, and writing in a personal capacity. It briefly reviews the purpose of 5 Code of Federal Regulations (CFR) 2635.807 and provides guidance on how to analyze questions regarding whether an employee’s outside teaching, speaking, or writing relates to official duties. The presentation specifically addresses the multi-layered definition of “relates to official duties. Common examples are also reviewed to assist ethics officials with determining when an employee can get paid for outside teaching, speaking, or writing.
